Builders would pay for new traffic study housing developments on prime land in the village we want that kind of detail going to have to have another said Marra reached at his home Wednesday night Discussion of the traffic study proposal is still in the preliminary stages and Marra said it was unclear how long such a study would take to comnlcte The sole access route to the proposed Rockholme project planned by the developers Riverview Invest ment of Irvington has met stiff opposition from Harriman Road residents whose street would be linked to the development by the access road And the village Environmental Conservation Board (ECB) last month recommended to the Planning Board that at least two roads to the property be built still hoping we can have a traffic expert at a minimal cost to the village to advise us on this (Rockholme) said Planning Board Chairman Howard Marshall Wednesday night made our pitch to the trustees and I think they may be favorable to Marra said he expected the trustees to discuss proposal to assess developers a fee of (100 per unit to finance the traffic study and an increase in other fees at their Jan 21 meeting A traffic engineer probably will be hired soon he said Marra said estimates that the engineer would cost (12000 to (15000 be a little and stressed that the village would seek to reduce bills by for example tapping county traffic studies for a data base Village attorneys have been directed to research the entire fee structure for builders Develoners now nav fees for building permits legal advertisem*nts zoning changes and after final approval of their design Developers of larger subdivisions also are assessed a park and recreation fee which can be waived if the developer donates land to the village fees been raised the six years been on the board and probably not for a few years before Marra said is really a benefit to the builder in the long i uu uccaube iney maxe a prom on developments in the vmage me mayor aaoeoz we don want to over charge anyone but their fees been raised in a The Planning Board Wednesday night however instructed Rockholme architect Robert Reilly to con tinue with other aspects of his planning There were no new maps or reports presented and little comment from the 15 members of the public who attended the session Reilly said he would probably complete a mandato ry environmental impact statement in time for the next meeting eb 6 month be full blast full he said Reilly a former consultant to the village said he would lend numerous maps aerial photos and other information for a new traffic study Another former village consultant traffic engineer David Portman was mentioned Wednesday night as a Hispanics slate "Kings festival in southern sections Continued from page one The Soviet Union today accused President Carter of making and statements and of distorting the and meaning" of the Soviet military intervention in Afghanistan In a toughly worded commentary the official Sovietnews agency Tass charged Carter and high ranking Washington officials with spearheading a propaganda that all records for hypoc and The commentary came a day after Carter recalled the US Ambassador to Moscow Thomas Watson Jr in another show of administration displeasure over the Soviet invasion White House press secretary Jody Powell said Watson would participate in a continuing assessment of administration strategy toward the Sovi et Union i Among the steps understood to be under consider ation were lifting the US arms embargo against Pakistan endorsing a boycott of the 1980 summer Olympic Games in Moscow imposing curbs on wheat sales to the Soviet Union and finding ways to provide Western arms to Afghan insurgents The Moslem rebels began battling the Afghan government in April 1978 when pro Soviet communist Nur Mohammad Taraki overthrew the nonaligned regime of President Mohammad Daoud Amin ousted Taraki in a palace shootout in September in which Taraki was killed Even though Amin also was pro Soviet Moscow think he was pliable enough and when the Moslem revolt continued to boil decided to send in a massive invasion force dump Amin and replace him with Karmal The neighborhood advisory committees also known as community advisory boards have been the subject of some controversy regarding proposed new state rules which would limit the role of the committees in the future The proposed rule changes would limit the manda tory term for an advisory committee to two years with extensions granted only at the request of the sponsor ing agency Opposition to these changes has been particulary strong in Westchester where state and local officials have sought a high degree of community partiepation in the group home program Support for the more limited committee role has come from some agencies in the state which see the committees as an unnecessary hindrance to the opera tion of the homes The decision on the rules is to be made by the commissioner of the state Office of Mental Retardation and Developmental Disabilities Dr Edgar lint head of the Ardsley group home advisory committee is one of those making the case for a continuing role for the committees He said Advisory units help group home residents adjust.
